A bill to amend the 1999
Constitution passed the second reading at the House of Representatives
yesterday. The bill seeks to compel the President to address a joint session of
the National Assembly on the state of the nation once in a year. Under the
existing Section 67, the constitution gives the President the discretion to
decide whether to address the legislature or not by using the word “may.” But
the amendment proposed seeks to change “may” to “shall”, making the president’s
address compulsory.
